How do you identify what modifys the adverbs

an adverb is a word that modifies a verb, adjective or another adverb, or sometimes a whole clause/sentence. It generally answers the question how? where? or when?

Some Examples:

yesterday (when?)---modifies the verb "arrived"  

cautiously (how?)---modifies the verb "walked"

very (how?)---modifies the adverb "cautiously"

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
