Based on the Virginia Plan, Constitutional Convention Delegates voted to work toward a new national government. The plan was a document containing 15 proposals that outlined a new and stronger form of national government where both state and national governments would govern the people. Also, the proposal included the establishment of a bicameral legislature to represent the U.S states' population.
