To reach the national strategic end state and conclude the operation/campaign successfully, stability operations must be integrated and synchronized with offensive and defensive operations  by the joint force commanders (JFCs) throughout the activities of campaigning.

It is the responsibility of the joint force commanders that the election campaigns are carried out peacefully.In order to achieve peace during the period of campaigns, the joint force commanders are supposed to follow the protocol of integrating stability operations with defensive operations and bring in a balance between peace and law and order.The joint force commanders can also take up offensive operations during the campaigns, if necessary.
