What was the purpose of the $12 billion spent by the US government as part of the Marshall Plan?

The Marshall Plan was put in place by the U.S. government to help fund the reconstruction and building of Western Europe, and later any Eastern European countries that broke away from the Communist Bloc. This money also was used to fund food, clothing, and other needed materials by Western Berliners and Western Germany.
