1. River valleys not only have water, they also often have a broad, flat floodplain that easily adaptes to agriculture. The least advanced agricultural techniques would be effective in yielding a significant bounty of crops from the naturally-irrigated and fertile soil of a river valley. The plentiful sun and plentiful river water means that multiple crops could be grown yearly, and the food surplus made possible by river valley agriculture meant that the mainland river valley could support growing populations.

If people in an area have no problem feeding themselves and their children, they tend to stay put. If they're having trouble feeding themselves and their families, they tend to move on to better places.

2. Improving standard of schooling and providing funds. The effect of this is that more children will have access to quality education and qualifications required for them to work and pay their dues e.g tax. It is also of advantage in that their will be no need to set aside money to help those who are out of work because the government have already made provision for a means of livelihood for them via quality education and funding. Also, tax benefits, healthcare, assistance with paying for childcare or other economic benefits to families. Make it easier for skilled, educated migrants to work in the country, which in turn increases the working population hence, people will be paying taxes.
