Ethical development can be thought of on three levels. The most basic and childish level is the preconventional morality stage, which lasts until a child is 9 years old.

At this stage, moral decisions are designed according to the moral behavior of adults, as children do not yet have a personal code of morality.

Children can develop their moral decisions according to the consequences of their actions, for example, being punished for one action and rewarded for another, it can demonstrate to the child whether the action committed is positive or negative.

Therefore, in the preconventional morality stage, the authority does not lie with the individual and decisions are made according to the consequence instituted by the parents.

That at this stage of moral development, a child cannot personally decipher what is wrong or right, however the choices children follow are guided the consequences they face as a result of their action.
