Thomas Jefferson was eager to buy New Orleans from the French. The emperor Napoleon said no at first, but France ended up selling all of the Louisiana Territory to the United States. This is known as the Louisiana Purchase. It gave the United States control over New Orleans, which is located near the mouth of the Mississippi River. U. S.
