After the hurricane in 1900s, large portion of the Galveston was in ruin. The city was heavily damaged and most people couldn't continue their usual activities.

To handle this, the Government Commissioned several groups that established to help the public. For example, the government created a division to organize  police forces , fire prevention , waterworks/ sewerage, and streets /public improvement .

Not only that , the government also utilize the taxes that they received from local businesses and Use it to built a  large to protect Galveston from flooding.
