This was been propounded by Lawrence Kohlberg where it was explained to have different levels of reasoning. The conventional falls in as the second level of the many stages of reasoning. During this level, a child's reasoning is said to be tied to some traditional and mostly societal reasonings. Also during this conventional level, a child’s sense of morality is tied to personal and other factors that show relationships to his reasoning. It is seen that in this stage children seem to continue to accept the rules of authority figures, which is primarily based on the belief that this is necessary in keeping up their positive relationships and order in the society they find themselves.

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
