this statement could be correct as if they are good citizens then people would behaving an orderly manner therefore there would be less crime and less chance of people to get hurt

also there would be less protests therefore the state would be good as well like the people

the people will try and do good acts like helping the homeless or trying to give charity therefore if this continued in a pattern and cycle like this can be really good as they would try and help people who are not in as good situation as themselves
