Well, on June 21, 1788, nine states agreed to ratify the constitution. (Delaware, Pennsylvania, New Jersey, Georgia ,Connecticut, Massachusetts, Maryland, South Carolina)  Although, it was not all flowers and sunshine during these times. before the constitution was ratified, there were people, called Anti-Federalists who opposed the ratifying of the constitution.
