Who are the Reserved Powers saved for

Any powers outlined as reserved for Congress, the President, or any other part of the federal government are reserved, or saved, only for those people. Reserved powers, residual powers, or residuary powers are the powers which are neither prohibited or explicitly given by law to any organ of government.
