Does direct democracy work better with a smaller group/population or a bigger group/population?

I think direct democracy works better with a smaller amount of people. Here is my thinking.

Direct democracy works better with a smaller group of people because there are less people committing crimes. The government can be organized this way, because we will need less people to represent us because of the little population.
