I would say false because it depends on the conflict for example, in law and order they will not ignore the rules and laws of the land but in a something like a civil dispute they might ignore some rules if it was for the right reasons like take self defence if someone breaks into your home and you defend your self but kill the inturder the law says your not supposed to kill anyone but you were defendeing yourself.
