Other Tamil populations are located in India, and emigrants can be found in the Malay Peninsula, Burma, Thailand, South Africa, and other areas around the world. Why might the Tamils be considered a stateless nation? What kinds of benefits could the Tamils acquire by becoming a state with a constitution?
