Why did general gage offer to clonists who pledged loyalty to the king?

Knowing this sentiments, General Gage gave the colonists an offers. If they abandoned the revolutionary group and pledge loyalty to the King, the British government will give them a 'pardon' and exclude them from punishments that they're planning to give to the rest of the colonists.

By giving this offer, General Gage wanted to created a division within the colonists and effectively reduce their power.
