(i) इसमें उन सभी आर्थिक गतिविधियों को शामिल किया गया है जो प्राकृतिक संसाधनों के निष्कर्षण और उत्पादन से जुड़े हैं। (ii) ये गतिविधियाँ द्वितीयक क्षेत्र पर निर्भर नहीं हैं। (iii) इस क्षेत्र को कृषि और संबंधित क्षेत्र भी कहा जाता है। (iv) कृषि, मछली पालन आदि, प्राथमिक क्षेत्र के उदाहरण हैं।
