One important characteristics of a democratic society is that the government need to be operated through the will of the majority of the people.

As the societies goes larger, the opinions / interests of the people will become more diversified.

So, one of the most efficient think to conveys opinions/ideas on how the government should be run is by engaging in a civil dialogue. In that dialogue, people could promote a certain legislations and make a coherent argument on why that legislation should be made. If that person can convince a lot of people with the argument, there will be a chance that the legislations could be passed by the government representatives.

first, the romans stayed isolated because they had to defend their own territories from neighboring cities that were harassing them, like the etruscans. second, once the romans managed to defeat their neighbors, and started to expand their territory, they started to build roads and bridges. finally, now that the romans have covered their territory with roads functioning as highways, they could mobilize their legions faster to assemble larger military units in a specific place.
