This made it difficult to pass laws. Amendments were almost impossible to pass because it requires all thirteen states consent. Although Congress can pass laws, citizens had to follow their own state laws. This showed that states had the power to create their own laws and enforce them. There was no president appointed to lead the country. In conclusion, the government gave too much power and freedom to the States which caused the country to be divided.
