We can see that there is an indian in the back, reading a book upside down. We also see a Black student in the back, washing a window and an Asian student standing by the door.

1. The given are not self-functioned, and therefore cannot run on their own.

2. The cartoon shows us that these countries are not well behaved and need to be taught special, personalized lessons on governing.

3. Uncle Sam is governing these countries without their consent, a "good act" as displayed by the comic.

4. The good kids, as they would say, are in the back studying, and learning how to govern and function on their own.
