Chariot races were intense events with rival groups supporting teams that matched their political goals. The rival factions were a combination of fans, street gangs, and political parties.
Many in rival factions were angry with Justinian over high taxes and believed he was not their rightful ruler. A mob formed at the Hippodrome who wanted him overthrown and replaced with the senator Hypatius. Justinian and his government council were ready to flee the country as the riot spilled out of the stadium and across the city.
A ship was waiting at the palace’s private harbor to take Justinian and Theodora to safety in Thrace when the empress spoke up. Theodora began her career as an actress, a profession considered unworthy of polite society. Their marriage had caused a scandal, but she became a strong defender of the throne. At this tense moment, she stopped Justinian and their guards and said:
My lords, the present occasion is too serious to allow me to follow the convention that a woman should not speak in a man’s council. Those whose interests are threatened by extreme danger should think only of the wisest course of action, not of conventions.
In my opinion, flight is not the right course, even if it should bring us to safety. It is impossible for a person, having been born into this world, not to die; but for one who has reigned it is intolerable to be a fugitive. Her determined speech convinced Justinian and the other government leaders who had been preparing to flee not to. Justinian ordered his loyal troops to attack the rebels in the Hippodrome, killing (according to the historian Procopius) over 30,000 rebels. Justinian had Hypatius executed and exiled the senators who had supported the riot. He then rebuilt Constantinople and the Hagia Sophia and ruled another 30 years.
