How is restorative justice dependent on empathy and loving engagement?

Restorative justice is an approach to justice system that is aimed to make the criminals aware that they're behavior is wrong and make them willingly make changes to fix their actions. It's not necessarily created to "punish" the criminals.

To carry out this system, government often make the criminals meet with the victims of their crimes. They're made to make heart to heart conversation. The criminals will be asked to tell the victims why they're doing the crime and the victims will be asked to tell the criminals on the damage that they've caused. (maybe the lost of lives or monetary damage)

The hope is to help them understand each other's condition and perspective, and find a common ground to help them find peace. This really require both parties to have empathy and loving engagement with one another.
