Why did Hamilton think Congress had the power to create a national bank?

To be more specific, Hamilton drew up a plan to establish a bank that would:  Have branches in every major city throughout the land.  Issue money that would be equally acceptable in all parts of the nation. Help in the creation of new money through borrowing.
