The Articles of Confederation was the first bill used to established the US government, and called for a figure-head executive, legislative, and Judicial branch, while leaving most of the power to the state governments. This led to the states handling much of the tasks given to the executive branch independently, which was extremely detrimental to the country as a whole. The Articles of Confederation, therefore, was replaced by the US Constitution, which delegated the foreign policy to the US federal government, while the states dealt with internal problems.
