The United States has a system of government where power is shared between national/central/federal and state/local governments. This SYSTEM is known as. Theestablishes that all powers from the U. S. Constitution and laws made by the U. S. government must be followed by the states and all local governments powers (which means they are given to the U. S.), also known as powers (which means they are NUMBERED like Article I, Section 8) orpowers (which means they are directly stated) are listed DIRECTLY in the U. S. Constitution. Examples include coining money, declaring war, regulating interstate trade, establishing post offices, and creating treaties with other countries.

powers are not found in the Constitution, but are “stretched” (known as the “necessary and proper” orclause) from ones that are. Examples would be drafting citizens into selective service, which comes from Congress’ power to “raise an army” and “declare war.”

Thein the U. S. Constitution establishes states’ rights, also known aspowers. This means that whatever the U. S. government CAN’T do, the states and local governments have the power to decide. Examples include control over education, marriage licenses, driver’s licenses, conducting elections, etc… powers are shared by both the National/Central/Federal government and the state/local governments. This means that they are found in BOTH the U. S. and State Constitutions. Some examples would be the ability to tax citizens, make and enforce laws, build roads, and establish courts and justice.
