It represents the "iron curtain" that existed between the west and Soviet Russia after WWII in eastern Europe. The women is the United Nations attempting to open this curtain back up, while the men represent the U.S., France, and Britain who had essentially given up on the region and didn't want to/were scared to intervene in it due to nuclear power of the Soviets.
