Why was the CDR the most developed region in Nepal??​

The CDR i.e Central Development Region, is most developed because the capital city of Nepal lies here and many infrastructures like communication, education etc are also developed here.

i heard they are taking it off i hope this isn't true but otherwise if it doesn't get taken off it will probably be in early december or early january of 2018-2019
