A secular state is a state that is or claims to be officially neutral in terms of matters of any religion. A secular country or state doesn't follow any religion. You can follow and live by whatever religion you want in a secular state.

Religion Tolerance means that people allow other individuals to practice or think or believe other religions. If a country is religion tolerant, then that means the government allows or permits for other religions to be there.
