What does Judge Brown mean when she says the Plessy decision was basically the Supreme Court saying, "Whatever you want to do to carry on the vestiges of slavery, we're gonna say, that's okay for you to do, and we're gonna actually give you cover..."? How did the Plessy decision "give cover" to states that wanted to continue slavery in another form? plz answer in 1 paragraph
