Which prison demographic poses a great financial cost for the criminal justice system?

The prison demographic that poses a great financial cost to the criminal justice system is the one that violate the three strike law. The intention of the three strike law is to prevent people from committing the same crime however there is still an expected increase in prison population thus an increase in the financial cost.

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
