Which factor affects congressional approval ratings the most?

While presidents approval are greatly affected by foreign and domestic events, congressional approval is mainly affected only by domestic events. For example when the economy rebounds or gas prices drop, the public approval of Congress tends to be higher. However when events such as party politics within Congress become a domestic event, public approval falls.
