According to your text, how are family structure and family function connected by culture?, culture connects eveything, from the way people speak to how they respond to certain situations, family structure is very influenced by culture and it is going to function the same way, we have many examples of that, Chinese encourage their children to work from a young age, speak their language and eat their food, no matter where they live, they usually have two kids, and don´t get divorced so easily, their structure and function is based entirely on their culture. 

An informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
