The mere fact that such a government is elected by will of the majority, provided that the government protects the inherent natural rights of the citizens, means that the moment the government ceases to do so, it can be replaced.

That is why citizens are obliged to obey the law and the government, as long as it works in their interest, not to neglect the government and look at their own interests, because in the case of a government that cares about citizens, those same citizens have a duty to respect the government.  

All this again implies the exclusion of any authoritarian government, an unscrupulous government that itself determines what citizens need and what don't. It also excludes any authority on the principles divine mandate.

i'm not sure what you are asking, but it also served as a debtors colony, was ran by the trustees for 20 years until becoming a royal colony, and people had restrictions such as no slaves, and only 50 acres of land per person/ hope this !
