Suggest three actions the ministry of social services/ social protection in your country may take to support children who are neglected by their families

One action can be an introduction of mandatory courses on parenting for the parents who are proven to be neglectful if they are not aware of what they're doing wrong. Another can be taking children away form parents and putting them into a better family if the parents are neglectful on purpose. Another can be an introduction of help packages for parents who are neglectful out of social reasons such as poverty and these packages could help with clothes or food or similar things for the kids.
