How is it possible that the electoral votes of just a few small states can determine the outcome of a close presidential election

The type of power they hold over other states

Since in the US we use electoral votes opposed to popularity votes, even small states with few representatives can sway the election bc if its a close election it wouldnt take many votes to have one canidate win
