 In the 1970 the Comprehensive Drug abuse Prevention and Control Act was passed and this is a federal law. According to the Act the controlled substances must be carefully guarded and controlled. They were also categorized into 5 schedules that is classes which are based on the, as the question state, abuse potential and their medical usefulness but also another factor which is accepted safety that is there under medical supervision.
