What does the bible teach in romans 13: 1-7 (and other passages) concerning the backing of governmental leaders, even when we do not agree with their policies?

The Bible encourages Christians to respect the higher authorities even when their policies might not go so well with us. In that account of Romans 13: 1-7, we learn that the superior authorities stand in their respective positions by the permission of God. We are also urged in verse 7 to pay our taxes and dues to those to whom it belongs. So, God encourages Christians to obey and honor the higher authorities.
