Hector Pérez García was Mexican-American surgeon, civil rights advocate and founder of the American G.I. Forum. He was the only Latin American that was admitted to the class of 1940. at the University of Texas Medical School, with a quota system in effect for Mexican Americans.

Born in Mexico, he grew up to become a doctor and was also active member in politics. He graduated with the class of 1940 after obtaining a doctorate in medicine from the University of Texas Galveston.  

He was the sole Latino to enroll and graduate in 1940 with the aforementioned class.  Prior to this, he was a student at the University of Texas Austin. He had graduated top five from his class obtaining a degree in zoology. He did his medical residency at S.T. Joseph's hospital where he completed in 1942.
