Sally is very charismatic and persuasive. People follow her because they want her approval. This is an example of legitimate power. 

Legitimate power is power you withhold from your formal position in your organization. You are above other people/employees and therefor hold that power because of it.  Your subordinates often want your approval because of the power and abilities you have in the organization.
