Why did the belgian parliament pass laws to decentralize its government?

Because the Dutch-speaking region for a long time felt discriminated, and wanted more autonomy.
In order to achieve this autonomy, decentralization of government is the most efficient thing to do because it eliminates the needs for local leaders to receive authorization from the central government whenever they want to follow a certain decision.
