Asystem in which non-english speaking students are taught in their native language

I believe the answer is: bilingual education

In bilingual education, the school staffs would do extra effort in order to make the curriculum become available in the student's native language. This system is created in order to minimize the barriers that prevent students from another   country to achieve their maximum potential.
