I believe the answer is: Approach goals

Approach goals would be filled with a set of actions that deemed as necessary in order to bring us closer to the outcome that we desire.
For example, if we set ' becoming a professional boxer' as our goals, the approach that we need to take would be things such as jogging every day, training our technique with a partner, eat proper diet, etc.

The one that most represents the earths mantle would be the skin since the mantle is the upper part of the earths depths which is just like the skin of an apple.
