I think it's difficult to compare and differentiate these two statements because they both are true. In different cultures we can see different relation to time. In some Eastern cultures we find attentive attitude to time. There are a lot of affirmation about time and how to spend your time on the planet and how to live your life - fast or slowly and what is better way to live your life.

Punctuality is a sign of good manners and upbringing. Not depending on the culture you consider yourself.
