1) You probably went to write "la gente" (instead of "la genta").

2) You would use the verb: "estar".

3) You would you would use the third person (corresponding with "la gente", present subject tense, of "estar",  which is, "esté".

"Quiero que la gente esté relajada."

The answer would be "so"
