"Art" is all about perception- paintings are considered a typical piece of artwork, however to some an ordinary, simple, everyday object (such as a beautiful piece of fabric) could be considered as artwork too. If you are talking about origins of art, art has been around for millions of years, dating back to primitive drawings made by the first humans. So yes, humans created art, and by doing so they created standards that must be met in order for something to fall into that category (remember, however, in modern times these standards are evolving, and something that may have not been considered art decades ago is considered art today)
