An image filter alone meets several of the requirements, but you will need to include some input from the user that is used in your program—for example, you could ask the user how much they would like to brighten an image, and then user their response in your program—and you will need to create at least one list/tuple and update/use it in your code (code written by you, not code provided by CodeHS). The list must "manage complexity" in your code (not something simple like storing a single user choice, etc.).
