Procedural means "relating to an established or official way of doing something", Because of this, I believe they are wanting an essay that formally explains step-by-step how to do something. I would suggest thinking of something you do that interests you, and that you know how to do, like a hobby.  For example, sewing, crocheting, playing basketball, making dream catchers, oragami, archery, writing stories, making toast. Just something you do and could teach to someone else. It appears they are also wanting media, so if it was me, I would just write a paragraph for each step, then include a picture of that step.
