Read It! Postage stamps originated in England. Rowland Hill first proposed the idea in 1837. Hill was a school teacher and
government worker. He wanted letters to be prepaid. Instead of charging by the page, he thought payment
should depend on weight. He also believed the payment should be low. This would mean that all citizens could
send letters. The first postage stamp was issued in 1840 as a result of Hill's work. It is referred to as the "Penny
Black." The stamp featured a portrait of Queen Victoria against a black background. And as the name suggests, it
cost only one penny.
