Cotulla has become a thriving community. Many people are moving into the town seeking oil. New hotels,
apartment complexes, industrial parks, and jobs are raising hopes for the town's future. Some Cotulla residents,
however, are questioning whether this major oil development is worth the environmental consequences that
experts say will follow.
