How did the president washington deal with the question of involvement in the war between great britain and the france

On April 22, 1793, President George Washington issued a Proclamation of Neutrality which stated that the United States would be neutral in the war between Great Britain and France.

This was seen as a slap in the face to France, who helped the US gain its independence.
